    Salary: Starting pay will be between $22.92 - 37.83/hr. ($47,673.60 - $78,686 annually) depending on qualifications. The position is in pay range 81-03. Pay for current State employees will be set by the State Compensation Plan.

    The Division of Personnel Management, responsible for enterprise human resources functions including training and development, is recruiting to fill Staff Development Program Specialist vacancies. Immediate vacancies will be filled at the Department of Corrections and the Department of Transportation, located on the east and west sides of Madison respectively. This recruitment will be used to fill future vacancies at other state facilities as needed.

    Position Summary:   

    Under the general supervision of the Regional Training Manager, this position is responsible for the administration of the learning management system (LMS) and eLearning projects. This position is responsible for the development and functional maintenance of the LMS including program maintenance, certification and the maintenance of selected eLearning tools. This position is also responsible for training and managing the local administrators assigned to complete LMS work in their specific areas. This position will also contribute to the planning, development, implementation, and evaluation of online training modules and programs. This position works across agency divisions, with other state agencies and outside vendors to facilitate the effective use of instructional technologies in the development of training curriculum. 


    Special Notes:   

    A criminal background check will be conducted prior to selection. Depending on assigned work location, new hires may be subject to fingerprinting and pre-employment drug screening. 

    Qualifications:   

    Minimally qualified applicants will have experience:


    • Working with Subject Matter Experts to determine training needs.

    • Using eLearning software to develop online training modules.

    • Working with a Learning Management System (LMS) like Cornerstone or PeopleSoft Enterprise Learning Management.

    Well qualified applicants will have experience:


    • Designing adult educational programs and training.

    • Managing eLearning projects (e.g. planning, development and implementation of online training programs).
